Jay A. Schwarz is the Founder & Principal of Stratum Policy. Jay brings over 15 years of Washington policy experience in high-profile roles inside and outside of government. With deep policy knowledge and political sensibilities, he's able to help clients understand and shape business-critical policies in space, spectrum, wireline/wireless infrastrucutre, and AI.
Before founding Stratum Policy, he served as Chief of the Federal Communications Commission's (FCC) Space Bureau leading a team of attorneys, engineers, and policy professionals. During his tenure, the Space Bureau modernized the agency's space licensing and spectrum management frameworks and achieved unparalleled success in accelerating the processing of licenses. In this role, Jay coordinated space policy with the FCC's leadership and the broader Administration (e.g. White House, NTIA, NOAA/OSC, FAA, DoW, State, NASA). He also worked with Congress and represented U.S. interests at high-stakes international meetings.
Immediately prior to leading the Space Bureau, Jay was Vice President of Public Policy at Comcast, leading broadband infrastrucutre and competition matters at the federal, state, and local levels. Earlier in his career, he served as Wireline Advisor to FCC Chairman Ajit Pai and held leadership roles in the FCC's Wireline Competition Bureau, Wireless Telecommunications Bureau, and Office of Strategic Planning.
Jay holds a Ph.D. in Economics from the University of Pittsburgh and B.S./M.Eng. in Civil Engineering from Texas A&M University.
